We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. Public health and service delivery programmes, interventions and policies (collectively, ‘programmes’) are typically developed and implemented for the primary purpose of effecting change rather than generating knowledge. Nonetheless, evaluations of these programmes may produce valuable learning that helps determine effectiveness and costs as well as informing design and implementation of future programmes. Such studies might be termed ‘opportunistic evaluations’, since they are responsive to emergent opportunities rather than being studies of interventions that are initiated or designed by researchers. However, current (...) ethical guidance and registration procedures make little allowance for scenarios where researchers have played no role in the development or implementation of a programme, but nevertheless plan to conduct a prospective evaluation. We explore the limitations of the guidance and procedures with respect to opportunistic evaluations, providing a number of examples. We propose that one key missing distinction in current guidance is moral responsibility: researchers can only be held accountable for those aspects of a study over which they have control. We argue that requiring researchers to justify an intervention, programme or policy that would occur regardless of their involvement prevents or hinders research in the public interest without providing any further protections to research participants. We recommend that trial consent and ethics procedures allow for a clear separation of responsibilities for the intervention and the evaluation. (shrink)

In the Classical Quarterly of April, 1914, I ventured to call in question the explanation of this well-known difficulty put forward by Dr. E G. Hardy in his Roman Laws and Charters. Dr. Hardy has done me the honour of replying to my article in the October Quarterly, but his lengthy argument entirely fails to convince me.

Do perceptual states necessarily constitute evidence epistemically supporting corresponding perceptual beliefs? Susanna Schellenberg thinks so. She argues that perceptual states, veridical or not, necessarily provide (or constitute) a kind of evidence (for the existence of the truth-maker) supporting corresponding perceptual beliefs. She uses “phenomenal evidence” as a label for this kind of evidence and calls her argument “The Phenomenal Evidence Argument.” Having introduced her project, we offer a reconstruction of Schellenberg’s argument (Sect. 2 ). A key premise has it that, (...) necessarily, for items with a function, fulfillment of the function (the good case) is explanatorily and metaphysically prior to function failure (the bad case). We suggest that the etiological theory of functions renders this key premise plausible (Sect. 3 ). However, Schellenberg rejects the etiological theory of functions (Sect. 4 ) and likewise the idea that the epistemic or warranting force of perceptual states is grounded in their being reliably linked to veridical perception (Sect. 5 ). But then what supports the key premise? Schellenberg argues that accurate perception is a part of the _nature_ of perceptual capacities because the nature of perceptual capacities is explained in terms of their function, and their function is to represent accurately (Sect. 6 ). We suggest that Schellenberg is committed to an understanding of priority which doesn’t require any _actual_ good cases—just possible ones (Sect. 7 ). This reading, we argue, is too weak to support the key premise (Sect. 8 ). Given Schellenberg’s commitments, it is not necessarily the case that perceptual states are evidence for a corresponding perceptual belief. The theory of scale-covariant gravity is extended to include charged matter and electromagnetism at the classical level. The possibility of charge creation exists and the creation rate of charge differs from the creation rate of matter. A variational principle for scale-covariant gravity and electromagnetism coupled to a charged perfect fluid is given.

To be sure, I agree that Nabokov creates a "sense of dizzying complexity," but I don't see how Dowling accounts for it at all. First of all, the passage he cites from Pnin is not an instance of the Liar's Paradox. The Liar's Paradox occurs when a single person claims that he or she always lies—for in that case, there is no logically consistent way to call the claim either true or false. In Pnin, however, we have something quite different: (...) a person, whom we suspect of often filtering the truth to serve his own ends, claims that someone else has called him a liar. That's confusing, perhaps, but not logically inconsistent; for instance, it would be logically inconsistent to say that Pnin is wrong, or is at least exaggerating, when he says that you shouldn't believe anything that the narrator says. Indeed, Pnin is wrong, and the careful reader can sort out the narrator's claims with a fair degree of accuracy, at least on the second reading. The odd sensation that Pnin inspires comes not because there's no logically consistent way to determine the truth or falsity if the narrative but rather because we can figure out when and how the narrator has slanted his statements only once we have finished the book, for only the last chapter gives us the evidence we need to interpret the earlier chapters properly. J. H. van 't Hoff's 1874 Dutch pamphlet, in which he proposed the spatial arrangement of atoms in a molecule, is one of the most significant documents in the history of chemistry. This essay presents a new narrative of Van 't Hoff's early life and places the appearance of the pamphlet within the context of the 'second golden age' of Dutch science. We argue that the combination of the reformed educational system in The Netherlands, the emergence of graphical molecular modelling (...) within the theoretical and practical culture of chemistry during the 1860s and 1870s, as well as Van 't Hoff's own personal research trajectory, formed the background to his unprecedented attribution of spatial meaning to the traditional concept of atomic 'arrangement'. We also present a new English translation of the pamphlet, for we have found that the existing translation, published by G. M. Richardson in 1901, contains many errors, changes and omissions. The new version offers a more accurate rendition in English of Van 't Hoff's style and argument. (shrink)

In 1994, Maudlin proposed proposed an objection to the transactional interpretation, involving an absorber that changes location depending on the trajectory of the particle. Maudlin considered this objection fatal. However, the TI did not die; rather, a number of responses were developed, some attempting to accommodate Maudlin's example within the existing TI, and others modifying the TI. I argue that none of these responses is fully adequate. The reason, I submit, is that there are two aspects to Maudlin's objection; the (...) more readily soluble aspect has received all the attention, but the more problematic aspect has gone unnoticed. I consider the prospects for developing a succesful version of the TI in light of this second aspect of the objection. (shrink)

Pragmatism about quantum mechanics provides an attractive approach to the question of what quantum mechanics says. However, the conclusions reached by pragmatists concerning the content of quantum mechanics cannot be squared with the way that physicists use quantum mechanics to describe physical systems. In particular, attention to actual use results in ascribing content to claims about physical systems over a much wider range of contexts than countenanced by recent pragmatists. The resulting account of the content of quantum mechanics is much (...) closer to quantum logic, and threatens the pragmatist conclusion that quantum mechanics requires no supplementation. (shrink)

Two centuries after Edmund Burke published his Reflections on the Revolution in France, his name and reputation stand alongside Locke, Montesquieu, and Hume - the other still-cited grand political thinkers of the eighteenth century. For those great nations that have fallen into what Burke called "the antagonist world of madness, discord, vice, confusion and unavailing sorrow," the work of Burke supplies that sense of order, justice and freedom the present age seems to require. This volume by Peter Stanlis has (...) grown out of almost four decades of studying Burke. Today, Professor Stanlis is called by Russell Kirk "the leading American authority on the political thought of the great conservative reformer." The book is divided into three categories: Burke on law and politics; Burke's criticism of Enlightenment rationalism and sensibility; and Burke's theory of revolution and critique of the English revolution of 1688. Stanlis' reasons' for linking Burke to the English Revolution rather than the later, and admittedly more decisive American and French Revolutions of his own time, is that for Burke, that earlier event was the normative pivot for judging how to make important changes in civil society. Indeed, even in his writings on the contemporary revolutions of his time,. Stanlis reminds us that Burke interpreted revolutionary events in France and Americas through the prism of the bloodless Revolution of 1688. (shrink)

Ecology has been used frequently by social scientists as a source of theoretical models, and biological ecologists have often applied their theory to human populations. Several problems have attended these cross-disciplinary enterprises, including inappropriate uses of teleological models and a failure by both biologists and social scientists to understand the theoretical implications of culture and technology for ecological models. Attention to these problems will increase the applicability of ecological theories in the social sciences.
